What is FSSAI?

You must have been noticed that from last few years, the food industry is one of the fastest-growing industries in India. There are a lot of reasons behind it like online delivery, our lifestyle and foodie people. Many people also started their own food businesses and they are doing pretty well. Now we can see a lot of hotels and restaurants around us and they are proving many offers and discounts but do you know, to enter in the food industry – what is the most important thing? It is an FSSAI License. FSSAI stands for Food Safety and Standard Authority of India who is regulating and doing supervision of food safety for protecting and promoting public health. FSSAI is an agency of the Ministry of Health and Family Welfare of India. The FSSAI provides licenses for the safety and standardization of food products manufactured and sold in India. However, without one, no legitimate wholesaler or retailer would stock your products.

Government of India passed the Food Safety Standards Act under food safety and standard Act in 2006. FSSAI is responsible for formulating the food safety and standard regulation that came into effect in 2011. FSSAI formulates rules & regulations and handles food-related issues in various Ministries and Departments. It ensures the food products undergo quality checks thereby curtailing the food adulteration and sale of sub-standard products. It is responsible for the registering and licensing of the Food Business Operators (FBO) in India.

Any entrepreneur who wants to start a business in the food sector, be it food processing or food manufacturing, packaging or distributing; has to register for Food Safety and Standard Authority of India. FSSAI monitors these businesses under the guidelines and regulations listed in FSSAI Act 2006.

Why is FSSAI Registration Required?

According to Section 31(1) and 31(2) of the FSS Act – 2006, every FBO (Food Business Operator) involved in the manufacturing, processing, storage distribution and sale of food products in the country is required licensed/registered under the Food Safety & Standards Authority of India. The authority is responsible for creating an information network across the country so that the public, consumers, etc. receive rapid, reliable and accurate information about food safety and also hygiene and the other related issues of concern.

FSSAI Registration is different from FSSAI License. FSSAI Registration is mandatory for all those who involve in food businesses like an itinerant vendor, petty retailer, temporary stallholder or small or cottage scale industry and their annual turnover should be less than and up to 12 lacs. All food businesses having income more than 12 lacs are required to take a License. It is a 14-digit registration or a license number which is printed on all the food packages. This registration procedure is aimed to create more accountability on the FBO to maintain the quality of the food products.

Who required FSSAI Registration?

FSSAI Registration is a basic thing which is required for all the Food Business Operators (FBO) involved in the small-scale food business. This category covers the following business:

  • Any FBO with an annual turnover of not more than ₹ 12 Lakhs
  • Petty retailer dealing in food products
  • Any person who manufactures or sells any food article by himself
  • Food sale is done by the temporary stall holder
  • Any individual who distributes food in any religious or social gathering except a caterer
  • Small-scale or cottage industries dealing in the food business and the following:

Businesses that require an FSSAI Registration Certificate:

  • Hotels
  • Wholesaler
  • Food chains
  • Restaurants
  • Food sellers and resellers
  • Dairy and dairy processing
  • Food importers and exporters
  • Processors like pickle and dry fruit maker
  • Raw material suppliers to food businesses
  • Retailers & establishments who have a retail outlet
  • Simple transporters who transfer items from one location to another
  • Canteens in corporations, schools, colleges, hospitals or government institutions
  • Packaged food manufacturers who produce items such as biscuits and ready to eat products

Note: – Storage units and warehouses require a food safety registration instead of a production license.

FSSAI Registration Procedure:

Step 1: – FSSAI registration is initiated by submitting Form A (Application Form) to Food and Safety Department along with the fees of ₹ 100.

Step 2: – Applicant will get a Unique Application Reference Number.

Step 3: – The application may be accepted or rejected by the Registering Authority (RA) of Food and Safety Department within 7 days of receipt of the application date. If rejected, the fact has to be intimated to the applicant in writing

Step 4: – If the application is accepted, the Registering Authority (RA) may also order for an inspection of the application form within 7 days of receipt of application. Such inspection has to be completed within 30 days then the department will grant a registration certificate with the 14 digit registration number and the photo of the applicant.

STEP 5: – Finally, FBO should prominently display the certificate of registration at the place of business and then can start their business.
